The Scottish Government' strategy  ‘Homes Fit for the 21st Century – The Scottish Government’s Action Plan for Housing in the Next Decade (2011-2020)’ published in February  identified some ambitious targets and commitments relating to housing quality, efficiency and provision - as did their 2011 election manifesto. 

The strategy outlined some key challenges facing the housing sector that do not look to dissipate anytime soon including: the decline in housing construction; reduced finance – both for house builders, landlords and for those looking to join the property ladder; an increasing population, including a larger ageing population; disparity between wages and house prices and the impact of the projected increase in fuel prices.  Combine these with the volatile economy and ever shrinking budgets and it is clear the task facing all those involved in the housing sector, as well as the majority Government , is enormous.

So how can the sector respond to these challenges? First, some key questions need to be answered.
